The Directorate General of Employment and Training  (DGE&T) under Ministry of Labour & Employment, Govt. of India,  plays a major role in formulating and implementing National Vocational Training System. The National Vocational Training System  is governed by the bodies of NCVT  ( National Council for Vocational Training)   and    CAC   ( Central   Apprenticeship Council ). 

Central Staff Training And Research Institute (CSTARI) was set up in 1968 by the Govt. of India, Ministry of Labour & Employment, DGE&T with the Technical Assistance from the Govt. of Federal Republic of Germany to cater multifarious requirements of Industrial Training activities.

The main functions of CSTARI;

•  Imparting  Training  in the field of Training Management and HRD for Training executives of the Institutes   and   Industry

• Conducting Research in the field of Vocational Training to study on different aspects of Vocational Training  and design curriculum for various Trades

• Developing the Instructional materials and Training aids for the Vocational Training
