The Directorate General of Employment & Training (DGE&T) is implementing Vocational Training Schemes in the country to develop skilled and semi-skilled manpower for the industries. Major portion of the manpower are trained through Craftsmen Training Scheme (CTS) and Apprenticeship Training Scheme (ATS) . The CTS is implemented in the Industrial Training Institutes/Centres (ITIs/ITCs) located in various parts of the Country set up by State Governments and individual/trust/management etc. Most of the trainees of the Industrial Training Institutes/Centres (ITIs/ITCs) are in the age of adolescence. They by and large, hail from rural background and weaker sections of the society and are about to enter into the reproductive group age. They form an important segment of youth who are at the threshold of their career and family formation. This is the age when they have requirement of right information such as reproductive health needs, responsible parenthood, sharing of responsibilities and positive behaviour towards opposite sex which help them to attain the level of maturity and enable them to take responsible decisions.

In the light of above, the Central Government  made Social Studies Subject with a component on Population Education as a compulsory subject for both CTS and ATS w.e.f. 1982.  In order to have effective implementation of the Population Education component in the subject of Social Studies , Govt. of India signed an agreement with United Population Funds (UNFPA).

DGE& T  with UNFPA assistance trained 1032 instructors on Population Education from 1000 Industrial Training institutes during the Phase-I from 1988 to 1992,

During the Phase-II of the Project, following activities are carried out:-

  1. One Orientation course was conducted for the Deputy Directors /Assistant Directors of State Directorates to coordinate the activities of the Project in the respective states. 18 State Government Coordinators were trained.
  2. A component of  Population Education has been incorporated in the Subject "Social Studies" under  Craftsmen Training Scheme. 
  3. 1490 instructors of ITIs/ITCs were trained in six days training courses to impart training on Population Education .
  4. Training Package comprising Training Manual (pdf) on Population Education for Instructor, Hand Book for Trainees and Guide Book  (pdf) for Resource Persons, have been developed on the basis of recommendation of International Conference on Population & Development (ICPD) held in Cairo.  Participatory Training Techniques such as brainstorming, group discussion, case study, quiz, question box , presentation etc. are used during training courses.   Copies of the Training Manual for Instructors and Hand Book for trainees have been distributed to those ITIs which have covered under the Project.
  5. Trained instructors are being given training on Participatory Training Techniques and Communication Skills to improve their communication skills and inter personal communication. This may help them in taking lectures on sexuality and other related issues with ease and comfortable . A Training Manual on Participatory Training Techniques and Communication Skills have been developed. 

Benefits

There are 4600 ITIs/ITCs in the country having seating capacity 6.80 lakhs . Every year about 4 lakhs trainees come out of the ITIs/ITCs who have been given exposure to the Population Education related issues which help them in their family formation and equipped with relevant skills and tools to ensure a safer, healthier and more rewarding future.
